(comment) This is the investigation report on the crash commonly referred to as China Airlines Flight 104, the airline's worst accident with 264 fatalities. Nine academic experts and a subjective investigator examined the causes of the accident, the circumstances at the time, human casualties, and rescue operations from various perspectives, and compiled their findings into a detailed report. Among their conclusions, they infer that inadequate aircraft training and resulting pilot operational errors were the primary causes of the accident. The Ministry of Land, Infrastructure, Transport and Tourism's Safety and Transportation Committee publishes the data on its website and it can be viewed there, but this is a valuable opportunity to actually hold and read the material in person. This time we are also listing the draft report (working paper) submitted before this report was finalized, as well as the records of the public consultation meetings: if you acquire them together, you can to some extent understand the process by which the report was compiled (Shiraishi).
